Terms of Service
1. General Provisions
1.1. These Terms govern the relationship between the Administration of URBALT (hereinafter — the "Platform") and individuals or legal entities (hereinafter — "Users") using the services at urbalt.ee.
1.2. The Platform acts as an information intermediary (Online Marketplace) in accordance with Regulation (EU) 2022/2065 (Digital Services Act).
1.3. The Platform provides the technical ability to post listings and is not a party to any transaction, nor a seller, buyer, agent, or representative of Users. All transactions are concluded directly between Users.
2. Listing Status and Liability
2.1. The User bears full responsibility for the content of posted listings, the accuracy of information, and the legality of the origin of goods.
2.2. The Platform does not guarantee the quality, safety, or legality of goods, nor the ability of Users to fulfill their obligations.
2.3. Posting listings for goods whose circulation is prohibited or restricted by law (including stolen property) is prohibited.
3. Verification System and Access Levels
3.1. The Platform applies a multi-level account verification system.
3.2. Verification levels:
- (a) Email — basic level;
- (b) Identity Provider (e.g., Google) — confirmed external provider;
- (c) Phone — phone number confirmation; (currently unavailable during beta)
- (d) iD — identity verification (Smart-ID / Mobile-ID / ID-card); (currently unavailable during beta)
- (e) SHOP (Vendor) — commercial user status (KYB).
3.3. The Platform uses ranking algorithms that consider verification level, relevance, User activity, and interaction of other Users with content.
3.4. Granting advantages (visibility, promotion, Boost) is based on the Platform's internal algorithms.
4. Moderation, Complaints and Legal Compliance (DSA)
4.1. The Platform has the right to moderate content and restrict access to listings that violate these Terms or applicable law.
4.2. When restricting or removing content, the Platform provides the User with a clear and specific justification of the reasons, including reference to the violated rule or law, except where providing such information is prohibited by law or may interfere with an investigation.
4.3. Notice & Action: Any person may report content they consider illegal through the "Report" function or the Platform's contact details.
The notice should, to the extent possible, contain:
- justification of the reasons for illegality;
- precise indication of the content location (e.g., URL);
- contact details of the reporter;
- a statement of good faith and accuracy of information.
The Platform may disregard notices that do not contain sufficient information.
4.4. The Platform: sends acknowledgment of receipt of the notice; reviews the notice without undue delay; informs the reporter of the decision made. Decisions are made in a timely, fair, objective, and non-arbitrary manner.
4.5. The User has the right to appeal the Platform's decision within 6 months of its adoption via: [email protected]
4.6. The Platform does not carry out general monitoring of User content, except as expressly required by law.
4.7. Automated systems may be used in the moderation process. Decisions may be made both automatically and with the involvement of Platform staff.
4.7a. In order to ensure the safety of Users and the integrity of the marketplace, the Platform conducts periodic safety reviews of listings. During a review, the visibility of a listing may be temporarily restricted for a period not exceeding 7 calendar days. During the review period, the Platform may display the listing status as under review. The User is notified of the results upon completion of the review. If no violations are found, all restrictions are automatically removed. The User has the right to contact the Platform's support service to clarify the review status or to appeal a decision. By agreeing to these Terms, the User acknowledges and accepts that such reviews may be conducted at any time without prior individual notification during the review period.
4.8. The Platform may restrict a User's access to features, including filing complaints, in case of identified abuses, including systematic filing of knowingly unfounded notices.
4.9. The Platform is not responsible for the content of messages transmitted between Users.
5. User Rights and Data (GDPR)
5.1. The User has the right to:
- delete their account;
- request deletion of personal data;
- access their data in a structured format.
5.2. The Platform maintains internal records of complaints and decisions for transparency and legal compliance.
6. Liability and Monetization
6.1. Registration on the Platform is free. Additional services (including listing promotion) are provided on a paid basis.
6.2. Refunds for paid services are not provided if content removal was justified by a violation of these Terms or the law.
6.3. The Platform is not liable for actions of Users outside the Platform, including the conclusion and execution of transactions.
7. Contact Information and Applicable Law

7.2. All disputes between Users are resolved by them independently.
7.3. These Terms are governed by the laws of the Republic of Estonia.
8. Marketplace Role and Liability
The following clauses make explicit how URBALT functions as a marketplace and the limits of the Platform's liability. They restate and reinforce points already mentioned in sections 1, 2, and 6.
8.1. URBALT is not a party to any transaction. The Platform is a technical intermediary that connects sellers and buyers. Sellers and buyers are the only parties to any sale, exchange, or service contract initiated through the Platform. URBALT is neither a seller, nor a buyer, nor an agent, nor a representative of either side.
8.2. URBALT does not hold inventory, does not process payments between Users for listed goods (with the limited exception of paid Platform services such as Premium boost), and does not arrange shipping or delivery between Users.
Liability
8.3. The Platform is not liable for:
- (a) the quality, condition, authenticity, safety, or legality of any goods or services offered by Users;
- (b) the truthfulness or accuracy of statements, descriptions, or photographs in listings or messages;
- (c) the conduct of any User during or after a transaction, online or offline;
- (d) the outcome of any transaction, including non-delivery, late delivery, payment failures, refunds, or disputes between Users;
- (e) any direct, indirect, incidental, or consequential damages arising from the use of the Platform or interactions with other Users.
8.4. Users are solely responsible for inspecting goods, verifying seller identity, agreeing on payment and delivery terms, and complying with applicable consumer protection, tax, customs, and anti-money-laundering laws in their respective jurisdictions.
8.5. The Platform may provide tools that increase trust (verification badges, ratings, reports, automated risk checks, the Atlas knowledge base) but these tools are informational. They do not constitute a guarantee, warranty, or endorsement by URBALT of any User or listing.
8.6. To the maximum extent permitted by Estonian and European Union law, the Platform's aggregate liability to a User for any claim related to the Platform shall not exceed the total amount paid by that User to URBALT for paid Platform services in the twelve (12) months preceding the event giving rise to the claim. Free use of the Platform creates no monetary liability beyond the obligations explicitly set out in these Terms and applicable law.
9. Algorithms and Ranking (DSA Article 27)
We use the following principles to display content. We aim to be transparent about how content reaches you and to give you controls where reasonable.
Marketplace listings
By default, listings are sorted by publication date (newest first). You can choose other sort orders: price ascending, price descending, or relevance. Relevance considers your search query against brand, model, type and price range.
Community feed
Posts in the community feed are shown chronologically (newest first). In the future we plan to introduce a 'discovery slot' — a small percentage of posts from non-followed authors to broaden your feed. You will be able to disable this in your privacy settings.
Listings and clubs recommendations
On listing detail pages and the Atlas knowledge base we may show 3-5 'similar' items based on brand, type and price band. On club pages we may show similar clubs based on country and discipline. This logic is static and not personalised based on your behavioural profile.
Your controls
You can change marketplace sorting, disable the discovery slot (when introduced), turn off similar-items recommendations and disable personalised email notifications. Find these controls in /panel/settings/privacy.
10. Limitation of Liability
10.1. URBALT is a platform connecting buyers, sellers, and community participants. We do not warrant the quality of goods listed by other users, the truthfulness of their statements, or the absence of fraudulent activity by third parties.
10.2. To the maximum extent permitted by applicable law, our aggregate liability for direct damages caused by us to a User in connection with the Platform shall not exceed five hundred euros (EUR 500) per incident.
10.3. The limitation in clause 10.2 does NOT apply where liability cannot be limited under mandatory law, including but not limited to:
- (a) intentional misconduct (wilful breach);
- (b) gross negligence (knew about a problem and failed to fix it);
- (c) personal injury or death;
- (d) statutory consumer rights under the EU Consumer Rights Directive 2011/83/EU and national implementing law;
- (e) mandatory data protection rights under GDPR Article 82 and other mandatory EU privacy law.
11. Transition Period (Founder-Operated Infrastructure)
11.1. Urban Riders Baltic OÜ is the controller of the URBALT platform and the legal operator of urbalt.ee, urbalt.lv, and urbalt.lt.
11.2. During the early transition period after incorporation, some technical accounts (hosting, DNS, email, backups, monitoring, source code) may still be registered under the founder's personal email or personal service accounts. These accounts are used solely for operating URBALT on behalf of Urban Riders Baltic OÜ.
11.3. Urban Riders Baltic OÜ is migrating these accounts, contracts and billing details to company-controlled accounts where technically and commercially possible. This transition does not change the controller identity, the purposes of processing, or users' rights under GDPR.
12. Age Requirements
12.1. To create an account on URBALT you must be at least fourteen (14) years old. We may ask you to confirm your date of birth at registration or in your account settings. Accounts of users under 14 will be suspended and offered data export and deletion options.
12.2. To publish marketplace listings (i.e. to act as a seller) you must be at least eighteen (18) years old. Users aged 14-17 can use community features, clubs, chat, follows, and browse listings but cannot create marketplace listings.
12.3. We implement measures to comply with GDPR Article 8 and applicable child protection rules under Estonian, Latvian, and Lithuanian law.
